<strong>July 9, 2008</strong> (Chapel Hill, NC, USA) – How do Albanian asylum seekers live in the United Kingdom? Some people in Britain would claim that asylum seekers and refugees live comfortably on the social services extended to them. <em>If Only the Dead Could Listen</em>, a shocking and politically incorrect new play by Dr Gëzim Alpion, disturbs that vision. The drama follows the saga of Leka, an asylum-seeker who finds himself entangled in the British legal system one day during a trip to Harrods.

<p>Alpion’s second play <em>If Only the Dead Could Listen</em> has already disturbed British audiences with its black humor and tragedy. The public finds itself succumbing to emotional twists and turns as the main character’s emotions metamorphose through states of anger, patriotism, bereavement, aggression, and alienation. The play depicts experiences universally faced by refugees as they reluctantly uproot themselves from their homeland and find themselves taxed by personal and social trials in a foreign place.<br />

        <![CDATA[<p>“My intention is for the spectators to leave the theatre at the end of the show with questions whose answers they have to find for themselves,” says Alpion. “The play is about the sacredness of human life and dignity, and if spectators are disturbed, I take it to be a good sign. Art is at its best when it is therapeutic and therapy is not always a pleasant thing to go through.”</p>

<p>Sponsored by Arts Council England, the dramatic interpretation of <em>If Only the Dead Could Listen</em> premiered in February 2006 at the MAC Theatre in Birmingham, UK. The March 2008 performances at the MAC Theatre and the Arena Theatre in Wolverhampton were sponsored by r:evolve, a Consortium of the Arena Theatre, the Midlands Arts Centre (MAC), and Black Country Touring. </p>

<p>Gëzim Alpion is Lecturer in Sociology and Media Studies at the University of Birmingham, UK. He received a PhD from the University of Durham, UK, in 1997. His books include <em>Vouchers</em>, <em>Foreigner Complex: Essays and Fiction about Egypt</em> (2002), <em>Mother Teresa: Saint or Celebrity?</em> (2007), and <em>Encounters with Civilizations: From Alexander the Great to Mother Teresa</em> (2008).</p>

<p>Europe today faces a number of challenges. Its population is ageing and shrinking; its economy is static; its welfare state is unsustainable; and its relationship with the United States has soured. The bombings in Madrid and London, the French rioting, the assassinations in Holland, the French "non" and the Dutch "nee" to the European Constitution, the opposition towards Turkey's EU membership and the failed EU-3 negotiations with the Iranian theocracy seem to have shaken Europe to its foundations. In this collection of essays Fatos Tarifa identifies and analyzes these hugely important issues from the unique perspective of a social scientist who is also a diplomat. He argues that although Europe may not lack the ambition to play a strategic global role, it lacks the ability to project strength internationally. Tarifa's conclusion is that if Europe is to survive as a viable entity, it has no other choice but tie its future to the United States.</p>

<p><em>“Demokracia është një fjalë për diçka që nuk ekziston”</em><br />
Karl Popper</p>

<p>Si për diçka, që nuk ekziston, për demokracinë sigurisht është folur shumë kohët e fundit. Për më tepër, të paktën në Europë, demokracia “e vërtetë ekzistuese” duket se ka një të ardhme premtuese, ndonëse po përballet me një diversitet të paprecendentë sfidash dhe mundësish. Çështja nuk është nëse sistemet politike kombëtare, nënkombëtare dhe mbikombëtare, që përbëjnë Europën, do të bëhen apo do të mbeten demokratike, por nëse cilësia e këtij rrjeti rajonal demokracish do të jetë e mjaftueshme për të siguruar mbështetjen vullnetare dhe përkrahjen legjitime të qytetarëve të saj. Sepse është tashmë e evidentuar më së miri që qytetarët e Europës, ndërsa mund të mos jenë dakord me praktikat e saj ekzistuese apo mund të mos e dinë se ç’është ajo në të vërtetë, nuk do të tolerojnë kurrsesi jo-demokracinë.</p>

<p><em>Mal governo</em>, me këtë kuptohen regjimet, që nuk u përgjigjen nevojave, që përfshihen në praktika korruptive, që mashtrojnë në proceset elektorale, që ndalojnë apo manipulojnë liritë bazë dhe që refuzojnë të jenë përgjegjëse para qytetarëve të tyre, këto nuk kanë një të ardhme të sigurt në këtë pjesë të botës. Ato jo vetëm mund të rrëzohen nga revolta e qytetarëve të tyre, por këto veprime mund edhe të fitojnë mbështetjen e sistemeve politike kombëtare, nënkombëtare dhe mbikombëtare të rajonit.</p>

<p>Arsyeja kryesore për këtë optimizëm është e thjeshtë: demokratizimi i vendeve pranë Europës dhe përfshirja më pas e tyre brenda rajonit si një e tërë. Nuk ka krahasim më të mirë se zgjerimi i anëtarësisë së Këshillit të Europës nga 21 shtete në vitin 1988 në 45 shtete në vitin 2003 dhe zgjerimi i Bashkimit Europian (BE) nga 15 në 25 shtete në vitin 2004. Me suksesin e arritur nga përpjekjet kombëtare për ndryshimin e regjimeve në pjesën e saj Lindore, Europa është bërë dhe duhet të mbetet një zonë e zgjeruar e “paqes së përjetshme”, në të cilën të gjitha sistemet politike kanë mundësinë të zgjidhin dallimet e paevitueshme të interesave të tyre paqësisht nëpërmjet negociimit, kompromisit dhe vendimit gjyqësor.</p>

<p>Përveç kësaj, ekziston një rrjet i përpunuar mbarëeuropian institucionesh transnacionale, ndërqeveritare dhe joqeveritare në ndihmë të zgjidhjes së konflikteve të tilla dhe për të hartuar norma, që parandalojnë përsëritjen e tyre në të ardhmen.</p>

<p>Në mënyrë ironike, ky kontekst rajonal shumë më i favorshëm paraqet dilemat e veta për demokracinë. Shumë, në mos shumica, prej zhvillimeve më të rëndësishme historike në institucionet demokratike dhe praktikat e ndjekura kanë ardhur bashkë me luftra ndërkombëtare, revolucion kombëtar dhe luftë civile. Fatmirësisht, asnjë prej këtyre mjeteve Arkimediane për të ngritur peshë ndryshime të përmasave të mëdha nuk po përdoren në Europën pacifiste të ditëve të sotme, edhe pse rebelimi kundër <em>Mal governo</em>, korrupsionit, demokracisë apatike apo të papërgjegjshme, është ende një mjet bazë shumë i arritshëm prej qytetarëve. Sipas supozimit tonë demokracia nuk mund të jetojë vetëm me paqe, edhe pse fuqizohet prej saj, por sidoqoftë mund të mësojë të reformojë institucionet dhe praktikat e saj në një mënyrë të përshtatshme dhe të bashkrenduar. Ne nxjerrim pesë konkluzione prej kësaj gjendjeje të paprecendentë marrëdhëniesh. </p>

<p>Së pari, demokracitë e konsoliduara në Europën Perëndimore dhe Jugore do ta kenë gjithnjë e më të vështirë të legjitimojnë vetveten duke i krahasuar rezultatet e tyre me ato të ndonjë mënyre alternative dominimi, qoftë reale apo të imagjinuara. Tani që demokracia liberale është kthyer në normë në mbarë Europën dhe autokracia e hapur vazhdon vetëm në shtetet me kultura dhe struktura sociale shumë të ndryshme, standardet e vlerësimit se çfarë bëjnë qeveritë (dhe mënyrën e realizimit të atyre, që bëjnë ) do të bëhen gjithnjë e më të “brendshme” për diskursin për teorinë e demokracisë normative, pra, për atë çka konceptime të ndryshme të demokracisë kanë premtuar në kohë dhe për çka qytetarë kanë luftuar kaq shumë në të shkuarën. Prandaj, duhet të jetë një tendencë drejt një konvergjence në institucionet formale dhe praktikat informale brenda Europës, e cila nga ana e vet do të çojë drejt game më të ngushtë dhe më të lartë të standardeve politike.</p>

<p>Së dyti, demokracitë e reja në Europën Qendrore dhe Lindore dhe në pjesët perëndimore të ish-Bashkimit Sovjetik do ta kenë gjithnjë e më të vështirë të legjitimojnë vetveten duke pretenduar se janë kaq shumë të ngarkuara prej trashëgimive autokratike përkatëse, saqë ka mundësi të mos jenë në gjendje t’i respektojnë normat e sjelljes dhe të arrijnë nivelet e performancës të vendosura nga demokracitë e konsoliduara. Standardet, që qytetarët e tyre të çliruar para disa vitesh do të përdorin për të vlerësuar qeveritarët e tyre, do të konvergojnë me shpejtësi me ato, që janë aktualisht në përdorim në pjesën tjetër të Europës. Sistemet politike, që nuk arrijnë të përmbushin këto standarde, do të përballen më shpesh me rrëzime elektorale nga pushteti dhe ndoshta mund të kërcënohen nga rebelimi popullor, veç nëse qeveritarët e ardhur në pushtet rishtazi do të respektojnë rregullat e përcaktuar prej demokracive “të vërteta ekzistuese” në Perëndim.</p>

<p>Së treti, në të dyja rastet, sistemet politike të përfshira do të jenë zakonisht në gjendje të përmirësojnë cilësinë e institucioneve dhe praktikave të tyre demokratike respektive me anë të reformave të pjesshme dhe graduale. Për më tepër, këto reforma duhet të hartohen, miratohen dhe zbatohen sipas normave tashmë ekzistuese. Rrallë, ndoshta anjëherë, do të paraqitet rasti për një ndryshim më të thellë, në shkallë të gjerë apo “anormal”. Në fund të fundit, sa ndryshime të rregullave të demokracisë mund të priten prej qeveritarëve, të cilët kanë përfituar vetë prej këtyre rregullave? Rotacionet e zakonshme të partive dhe aleancave partiake brenda dhe jashtë pushtetit, në rastin më të mirë do të hapin mundësi modeste për ndryshim.</p>

<p>Së katërti, për këtë arsye ne duhet të udhëhiqemi nga “posibilizmi” në zgjedhjet tona në lidhje me reformat potenciale të institucioneve formale dhe praktikave informale. Ne do të merremi më pak me çfarë mund të dalë në mënyrë “probabiliste” prej sfidave dhe mundësive të ndryshme, me të cilat përballen demokracitë bashkëkohore, dhe do të merremi më shumë me atë, çka besojmë se është krejt e mundur për to – duke presupozuar që politikanët “e vërtetë ekzistues” mund të binden prej qytetarëve “të vërtetë ekzistues” që zbatimi i këtyre reformave do të çonte në një përmirësim të dukshëm të cilësisë së demokracive respektive.</p>

<p>Së fundmi, ne duhet të tregojmë vëmendje ndaj parimit të “efektit të tërthortë”, që nënkupton se ne nuk do të kufizohemi në vlerësimin vetëm të efekteve të mundshme të një reforme të vetme, por gjithmonë do të përpiqemi të duke përdorur aftësitë më të mira kolegjiale dhe ndërdisiplinore për të zbuluar ndërlidhjet dhe efektet e jashtme, që ka të ngjarë të shfaqen, nëse dhe kur disa reforma zbatohen ose njëkohësisht ose (çka është më e mundur) njëra pas tjetrës. Sikurse tha edhe njëri prej autorëve gjatë diskutimeve “E rëndësishme është përzierja” (cituar nga R.W.Rhodes).</p>

<p>Hipoteza jonë udhëzuese gjatë gjithë këtij libri do të jetë: e ardhmja e demokracise në Europë mbështetet më pak në fortifikimin dhe përjetësimin e insitucioneve formale dhe praktikave informale ekzistuese dhe më shumë në ndryshimin e tyre. “Çfarëdolloj forme që të marrë, demokracia e pasardhësve tanë nuk do të jetë dhe nuk mund të jetë demokracia e paraardhësve tanë” (Robert Dahl). Me fjalë të tjera, me qëllim që të mbetet e njëjta, d.m.th. që të ruajë legjitimitetin e vet, demokracisë do t’i duhet të ndryshojë e të ndryshojë në mënyrë të dukshme – <em>pace </em>de Lampedusa – dhe kjo ka gjasa të ndikojë në të gjitha nivelet komplekse të bashkimit dhe pozicionet e vendimmarrjes.</p>

<p>Këtu nuk ka asgjë të re. Demokracia i është nënshtruar një numri të madh transformimesh të rëndësishme në të kaluarën me qëllim ri-afirmimin e parimeve të saj kryesore: sovranitetit të qytetarëve të barabartë dhe llogaridhënien e qeveritarëve të pabarabartë. Kjo u rrit në shkallë nga qyteti-shtet në shtetin kombëtar; zgjeroi qytetarinë e vet nga një oligarki e ngushtë mashkullore në një publik të gjerë masiv të përbërë nga burra e gra; zmadhoi fushën e veprimit nga mbrojtja prej agresorëve dhe administrimin e drejtësisë në një shpalosje të tërë politikash të shoqëruara me shtetin e mirëqenies.</p>

<p>Synimet tona në këtë libër janë:</p>

Cover prices are subject to change at any time at the discretion of Globic as market conditions and costs warrant. Globic also reserves the right to introduce additional editions and versions of the Work.

<p><strong>WARRANTIES</strong><br />
The Author represents and warrants that he or she is the sole author of the Work and is the owner of the copyright to all of its contents; that he or she has not engaged in plagiarism with respect to the Work; that the Work is accurate in all respects, i.e., that if fiction, it represents no real event or person in a way that could be deemed libelous; that if non-fiction, it does not misstate any material fact or omit to state any material fact, the result of which would libel any person or result in a person being placed in a false or damaging light; and that the Work does not infringe upon any statutory or common law right of copyright or privacy of any third party; that he or she is owner of any trademarks and/or trade names associated with the Work; that the Work does not constitute obscenity or hate literature and that the author has the right to enter into this Agreement.</p>

<p><strong>THE RIGHTS TO YOUR WORK </strong><br />
The Author acknowledges and agrees that Globic acquires no right of ownership to the Work under this Agreement; that unless otherwise specified, Globic is a provider of limited services only and assumes no responsibility for reviewing or correcting the content of the Work.</p>

<p><strong>INDEMNITIES</strong><br />
The Author agrees to indemnify Globic and its employees, shareholders, directors, representatives, successors and assigns of and from all and any manner of claims, liabilities, damages, expenses (including reasonable attorney's fees), awards, and judgments resulting from claims of (i) third parties regarding ownership, libel, slander, plagiarism, privacy, misappropriation, and similar claims arising from publication of the Work; (ii) Author's breach of any warranty in this Agreement. Globic agrees to notify the Author promptly of any claim for indemnity under this Agreement. Globic may be represented in any proceeding by counsel of its choice; the Author may retain additional counsel at his or her own expense. Any settlement agreement between Globic and a third party regarding a claim covered by the indemnity provisions of this Agreement shall be subject to approval of the Author, which approval shall not be unreasonably withheld.</p>

<p><strong>TERM AND EXCLUSIVITY</strong><br />
This Agreement is nonexclusive, and either party has the option to terminate the Agreement at any time, with or without cause. If the Agreement is terminated by the author within the first 30 days following publication, publishing fees will be refunded in full (or applied against any outstanding amounts in the Author's account.)If the Agreement is terminated by Globic at any time, all publishing fees will be refunded in full (or applied against any outstanding amounts in the Author's account). For the purposes of this paragraph, publication fees are defined as those fees directly associated with online, disk, and paper manuscript submission. Fees related to other pre- or post-publication services, such as data entry, and/or corrections or book sales, are not refundable. Fees related to the publication of second and later editions of the Work are also not refundable. If the agreement is terminated by Globic due to a breach by Author of this Agreement, no fees shall be refunded.</p>

<p>The Author retains the copyright for this Work, and no part of this Agreement diminishes the Author's rights to this work.</p>

<p><strong>NOTICES</strong><br />
All official notices to Globic must be sent in writing to its office at <u>P.O. Box, Chapel Hill, NC 27514-0788, USA</u>. All notices to the Author shall be in writing to the address specified by the Author.</p>

<p><strong>COMPLETE AGREEMENT</strong><br />
This written Contract contains the sole and entire Agreement between the parties and shall supersede any and all other prior agreements between the parties. This Agreement may not be modified or amended except in writing signed by the party against whom such modification or amendment is sought to be enforced.</p>

<p><strong>LAW AND VENUE</strong><br />
The laws of the State of North Carolina shall govern this Agreement. Recognizing the expense, distraction, and uncertainty resulting from litigation of disputes which may arise under this Agreement, the parties have agreed that except as specifically provided herein they shall submit any and all disputes arising in any way under this Agreement to the American Arbitration Association for final disposition in accordance with its rules, provided that the Arbitrator shall have no authority to award punitive damages. Notwithstanding the foregoing, nothing in this Agreement shall be deemed to deprive a party of the right to equitable relief in a court of competent jurisdiction respecting rights to its intellectual property or use there of under this Agreement. Any proceeding under this paragraph shall be brought in the federal or state courts in North Carolina. A judgment may be entered in a court of competent jurisdiction based on any award rendered in arbitration or other proceeding conducted by the parties pursuant to this paragraph.<br />

All our books are printed either on acid-free crème colored (55lb./ 85gsm) paper stock or on acid-free white colored (50lb./ 75gsm) paper stock.
